11th August, 1908.

Monsieur le Ministre,

With reference to Your Excellency's Note of the 31st ultimo, and to previous correspondence on the subject of the Chinese immigrants rejected at Salina Cruz, I have the honour to inform Your Excellency that I am now in receipt of a letter from the Representative of the China Commercial Steamship Company, informing me that he has decided, for humanity's sake, to despatch the two vessels to Hong Kong under protest, reserving to the Company the right to claim from the Mexican Government for all damages, actual and prospective, and for any claims on account of the passengers themselves.

I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.

(Signed)
REGINALD TOWER.

DON IGNACIO MARISCAL.
