We beg to have the honour to inform Your Excellency that, in view of the attitude of the Mexican Government in their refusal to accord us justice by consenting to a commission of oculists, as proposed by you, to be appointed according to general arbitration principles, and convinced therefore that any further detention of the steamers would serve no useful purpose, besides having regard to the general health conditions of the passengers on board, many of whom have contracted diseases during the period of detention on board, through close confinement and lack of exercise and to excessive heat, we have decided, for humanity's sake, to despatch the S.S. "Marie" for Hong Kong today, and the "Landratschieff" as soon as we are able to provision her, which will be either tomorrow or the day after,
under protest, as the action of the Government is not only contrary to their own laws, constitution and Sanitary Regulations, but is against all principles of justice and human...
