I have the honour to refer to my telegram No. 110 of the 25th ultimo.
I called at the Wai-wu Pu to-day, where I was informed that, in the opinion of Ministers, mediation on our part would be premature at present. His conversation with me, affected to minimize the importance of the dispute. He Liang Ta-jên, said that the Portuguese ought to discuss the matter directly with the Chinese Government instead of leaving the Wai-wu Pu's notes unanswered and appealing to the good offices of Great Britain.
