I HAD an interview to-day with the Russian Chargé d'Affaires, M. Arsenieff, who came to ask me whether Mr. Macartney had been appointed His Majesty's Consul at Kashgar. The question had been raised by the Russian Consular Representative at that place, who had written to inquire whether he ought to recognize Mr. Macartney
as Consul.
In reply, I informed M. Arsenieff that the Chinese Government had been officially informed of Mr. Macartney's appointment, adding that I had told the late Russian Minister of this at the time.
M. Arsenieff left me, saying that he would communicate the facts to the Russian Consul, who would be glad to recognize Mr. Macartney in the above capacity.
