To facilitate the proofs afforded by all the documents transcribed above, I proceed to relate the facts of the case, referring to the numbers which have been given to the various telegrams and letters.

As may be seen from telegram No.3, there arrived by the Steamer "Suisang" 518 immigrants, as steerage passengers, amongst whom 341 were found to be suffering from trachoma. Nine of the second-class passengers were discovered to be similarly affected.

The Board, in view of the large number stated to be suffering from this disease, and fearing that some mistake must have occurred, ordered the Delegate to revisit the vessel for the purpose of assuring himself that there was really this number of trachomatous persons.
