Revisit the immigrants suffering from trachoma in order to assure yourself that they are actually affected with this disease. Take note of the destinations of the second class passengers in order that they may be placed under observation on arrival, and isolated in case of need.
With respect to the case of hernia we have as yet no law which permits us to reject sufferers from this disease.

May 16th 1908. I have the honour to inform you that with the aid of 50 men of the 25th Battalion who superintended the disembarkation of the Chinese immigrants from the Steamship "Suisang" of the China Commercial Steamship Company, those in a healthy condition have been lodged in the Company's barracks.
The number of these amounts to 125, leaving 390 rejected; thirteen have been landed and the rest remain under observation.
All the immigrants lodged in the barracks have been made to take baths, and their luggage has been disinfected; 121 pieces of luggage were fumigated and 132 treated with bi-chloride.

No.6. From Salina Cruz. May 18th 1908. I have the honour to inform you that in accordance with the orders contained in your message No.211 of the 16th instant, we have carried out a fresh and most thorough inspection of the immigrants and passengers by the Steamship "Suisang".
Three hundred and seventy cases of trachoma have been confirmed and 20 more remain under observation. Of the suspected cases placed under observation at the previous inspection two cases have developed.
Of the 11 second class passengers, ten are suffering from trachoma in a serious form. I have decided, subject to your concurrence, to detain them in the Company's barracks until they have decided to what place they are going in order that they may be duly kept under observation.
