Sir,

With reference to my Despatches of this series Nos. 73 Confidential and 78 of the 13th and 22nd instant respectively on the subject of the rejection of large numbers of Chinese immigrants at Salina Cruz, I have the honour to transmit, herewith, translation of a lengthy Report which I have this day received from the Mexican Minister for Foreign Affairs.

This Report is drawn up by the President of the Board of Health, and supports in every detail the action of Dr Valenzuela, the Mexican Port Doctor at Salina Cruz.

As I have pointed out on several occasions to the Representatives of the China Commercial Steamship Company, the whole question rests on the medical testimony, that of the Mexican Government being supplied by the one Doctor at Salina Cruz, Dr Valenzuela.

In the Report, enclosed herewith, it is stated that two Mexican Medical Officers
