In continuation of my Despatch of this Series, No. 81, of the 28th instant, concerning the rejection of Chinese immigrants at Salina Cruz, I have the honour to report that I called this afternoon, at His Excellency's request, on Señor Mariscal, to hear the result of his reference to the Cabinet Meeting on my suggestion as to arbitration proceedings at Salina Cruz.

His Excellency told me that the question had been thoroughly discussed at the Meeting, President Diaz himself taking part in it. It was decided that such a course, as I had suggested, would be open to objection, chiefly in consideration of the jurisdiction of the Superior Board of Health, and that the Mexican Government would prefer that a Commission of that Board should be entrusted with the duty of proceeding to Salina Cruz and of enquiring carefully into...
