of Mr. Tower's despatch No. 84, Commercial, to the effect that he has informed Senor Mariscal that he is still awaiting instructions from His Majesty's Government on this point, Sir E. Grey would be glad to be informed as soon as possible whether Lord Crewe concurs in the proposal that Mr. Tower should be authorized to put forward officially the suggestion to which I have referred.

Sir E. Grey observes from the fact of Mr. Tower having held such language to Senor Mariscal that he appears to think there is still some probability of the suggestion being entertained by the Mexican Government if put forward in a definitive and official form.
