I agree, but I think if we were to telegraph FO conditions to Hong Kong they may want to drop it. However, I have had a letter from the Governor of Hong Kong.

Sir,

I am directed by Secretary Sir E. Grey to acknowledge the receipt of your letter No. 27955/08 of the 6th instant, further respecting the proposal that Sir H. de Sausmarez, Judge of His Majesty's Supreme Consular Court at Shanghai, should visit Hongkong twice in the year as an Appeal Judge of the Hongkong Supreme Court.

In reply, I am to inform you that if such an arrangement is deemed desirable by the Secretary of State for the Colonies in the interests of Hongkong, Sir E. Grey would be reluctant to place any obstacles in the way of the enactment of an ordinance under which Sir H. de Sausmarez's services would be available in the Court of Appeal there.

Sir Edward's consent must, however, be contingent on the fulfilment of the following conditions:-
