instructions were received to stop the Government monopoly, they were duly circulated for general observance. According to the reports of the Tai Ho and Hsin Yn District Magistrates, they have already stopped the Government monopoly and returned the fines and confiscated opium; but there were one or two dishonest firms who obstinately refused to accept these refunds, and who preferred to stir up the Consul to make difficulties with the local authorities, thereby venting their spite which was evoked by the earlier preventive measures.

As regards Yu Kan Hsien, the Magistrate reported that raw opium shops which carry on business without a licence are manifestly breaking the Board's rules, and in the case of one which was discovered the proprietor was willing to pay a voluntary contribution to the public funds in lieu of a fine. Others had not the means to take out licences, and gave up business. Beyond these cases there had been no question of not complying with the orders to stop the monopoly or of excessive fines.

The Governor thinks, therefore, that what your Excellency has heard relates to events prior to the circulation of orders stopping the monopoly, but he has once more telegraphed to the District Magistrates at Tai Ho and other places, again impressing on them the previous instructions.

The Board are satisfied from the above reply that the Government monopoly of prepared opium has been effectively stopped in the Province of Kiangsi, but, as regards the licensing of the raw-opium shops, they have the honour to point out that, while this is done for the purpose of controlling the trade and to facilitate inspection, it is by no means a monopoly.
