With reference to your telegram No I of this Series of yesterday's date and my despatch No 73 Commercial, Confidential, of the 13th instant concerning the rejection of Chinese immigrants at Salina Cruz, I have the honour to state that Dr Valenzuela, whose departure for Hong Kong I reported in my Despatch No 65 Commercial of July 5th 1907, returned to Mexico some time back and appears to have been appointed Health Officer of the Port of Salina Cruz.
I was not aware that he was the same person as the Doctor Valenzuela who had left for Hong Kong, or would have reported it.
As I remarked in my Despatch No 73, Confidential, Dr Valenzuela and the China Commercial Steamship Company in Hong Kong had differences of opinion, and these seem to have prejudiced the Doctor against the Company.
