Sir:-

With reference to the letter from this Office of

the 31st ultimo, on the subject of the rejection of

Chinese immigrants by the Sanitary Authorities at

Salina Cruz, I am directed by Secretary Sir E. Grey

to state that a telegram has been received from His

Majesty's Minister at Mexico, reporting that his sug-

gestion for arbitration after having been discussed

at a Cabinet Council was rejected by a majority in-

cluding the President who objected to the proposal on

the ground that it would be taking the matter out of

the hands of the Board of Health.


A special Commission composed of members of the

Board will, however, be sent to examine and report

upon the case.
