Decypher of Telegram from Mr. Tower, No.5 Commercial, dated July 29th, 1908.
My telegram No.4 Commercial.
Chinese Immigrants.
Lengthy denial received from Mexican Government defending rejection of immigrants will be sent by next mail.
In conversation with Minister for Foreign Affairs to-day I pointed out that all depends on medical testimony. I suggested that by mutual agreement independent medical opinion might be obtained whereby Mexican doctor's report should be corroborated or reversed.
Minister for Foreign Affairs agreed to submit my verbal suggestion to the President. May I put forward officially proposal that the Mexican Government and the China Company should each appoint a doctor to inspect the immigrants at Salina Cruz, they being empowered to appoint a third doctor in case of disagreement? Expenses to fall in equal moieties on Mexican Government and China Company. Representative of latter concurs.
