Inasmuch as the prohibition in question inflicts a serious loss on the Company, I venture to request Your Excellency to cause the enclosed medical certificate to be referred to the Health Department, in order that it should be established without question whether the immigrants are really suffering from trachoma, and whether the prohibition is not of an unnecessarily drastic character.
