A case was brought before me recently by the China Commercial Steamship Company, Limited, involving the rejection of a large number of Chinese coolies from Hong Kong, and I have received through His Majesty's Consulate at San Luis Potosi a telegraphic request from the Colonial Secretary at Hong Kong for assistance towards protesting against the alleged arbitrary action of the Mexican Government.
I enclose copy of a note which I addressed to the Mexican Minister for Foreign Affairs on the 6th ultimo, as well as copy of a Promemoria which I handed to Senor Barcelon on the 2nd instant, who promised to lay the matter before the President.
As I have understood the case, the Mexican Health Department declined to take any action in the matter, alleging that the jurisdiction rested with the Department of the Interior.
