Sir:-
I am directed by Secretary Sir E. Grey to acknowledge the receipt of your letter No.17083/08 of the 9th instant respecting the proposal that Sir H. de Sausmarez, Judge of His Majesty's Supreme Consular Court at Shanghai should visit Hongkong twice in the year as an Appeal Judge of the Hongkong Supreme Court.
In reply I am to state, for the information of the Secretary of State for the Colonies, that Sir E. Grey would be glad to receive further information as to the constitution of the proposed Appeal Court and as to the manner in which it is proposed to found it and to appoint the President.
Sir Edward presumes that if he decided ultimately to concur in the scheme, Colonial legislation would be required in order to establish the Court
