Foreign Office, July 10, 1908. I HAVE received and considered, in consultation with the Secretary of State for India and the Board of Trade, your despatch No. 203 of the 6th May last on the subject of the levy of an additional licence duty on prepared opium at Canton.
I approve your proposal to take no action in the matter for the present. Copies of letters from the India Office and Board of Trade are inclosed for your information.*
