WITH reference to your telegram No. 131 of the 5th instant, I transmit to you, for your information, copies of correspondence, as marked in the margin,* respecting the proposed Opium Commission at Shanghae.
"I shall be glad if you can furnish me at an early date with an indication of the various items of expenditure likely to be entailed on His Majesty's Government by the International Commission, exclusive of the salaries of the British Delegates.
