As regards the question of cost, it is presumed

that the salary and travelling expenses of the Colo-

nial Delegate will be defrayed from Colonial funds,

but that application should be made to the Treasury

by this Department for the living expenses of the

British and Colonial Delegates at Shanghai to be

charged to the Imperial Exchequer together with any

incidental expenditure which may be incurred.
