I HAVE at various times, since my despatch No. 550 of the 26th November, 1907, to you was written, referred to the question of suitable Mining Regulations in interviews I learnt from his Excellency Yuan Shih-k'ai on the 25th April that he had the matter in hand, and that he intended to intrust the revision or redrafting of the Regulations to a specially qualified official of his own choice. Later it transpired that this official was the Wai-wu Pu Councillor referred to in my despatch No. 229 of the 26th ultimo, Mr. N. T. Liang, who, I now learn, is actively engaged upon the work.

Mr. Liang is not an expert in Mining Law, but he has had a western education and is probably as well qualified for the task allotted to him as any Chinese official can be.
