Paraphrase of Telegram to Sir J. Jordan, Peking.

Turkish interests in China.
Wai-wu pu have been notified by German Minister
that he has been instructed to take Turkish interest
in China under his charge.
They have been advised by Sir W. Hillier to reply
that, while they are prepared to receive through the
German Legation any communications which may be addressed to them by the Sultan or his Government, they
cannot consent to Germany acting as diplomatic Representative of Turkey nor can Turks in China be conceded
exterritorial rights.

Hillier has pointed out to Chinese Government that
protection of Turks by Germany might seriously hamper
the measures introduced by them for the suppression
of opium, and he has drawn their attention to the fact
that Germany and Japan might make claims to diplomatic
representations of Persia and Siam respectively.
