Dear Monsieur Cailloux:-

I have received, by favour of Monsieur Homberg, your letter of the 16th June.

I have a perfect recollection of our conversation last February and I am not aware of any misunderstanding between Monsieur Simon and myself with regard to our arrangement of the 24th February 1908.

It was agreed that the "French Group should occupy the same position in the Hankow-Peking Agreement as shall be occupied by the English Group in the Hankow-Canton Agreement".

Due effect was at once given to this provision by authorising Messrs Bland and Casenave to negotiate, as regards the Peking-Hankow Railway, on behalf of the Chinese Central Railways Company, in which the French Group has a half interest, and, as regards the Hankow-Canton Railway, on behalf of the British...
