FAKUMEN Railway.

Peking, April 25, 1908.

His Majesty's Ambassador at Tokio has repeated to me his telegram No. 31 addressed to you.

I believe that the Japanese Minister here is ready to recommend to his Government that they should give their sanction to the construction of a line by the Chinese from Hsin Min-tun to Fakumen. This would, however, be conditional on the line ending definitely at Fakumen, and on the building of a branch line to connect the South Manchurian Railway with that place. Negotiations are at present proceeding between him and Tong Shao-yi, who was one of the negotiators of the Protocol of 1905, but neither will take the initiative in putting forward any definite proposal.

Lord ffrench has postponed his visit to Tokio, as he fears that the Chinese might misconstrue his going there at present.
