I am directed by the E of Crewe to acknowledge the receipt of your letter, No 21066, of the 27th of June with regard to Kang Yu Wei.
2. There is no law in force either in Hong Kong or in the Straits Settlements under which Kang Yu Wei could be prohibited from landing and therefore it appears to his Lordship to be impossible to adopt Sir E Grey's suggestion that we should be informed that he will not be allowed to land at Hong Kong or in any other British Colony in the Far East.
In view, however, of the circumstances in which he was deported from Hong Kong (see C.O letter of the 7th of May 1904) his Lordship considers that there is ample justification for refusing to allow him to reside in that Colony. Sir F. Lugard will therefore be informed that if Kang Yu Wei arrives in the Colony he is to be immediately deported in accordance with the provisions of the Banishment Ordinance.
3. In the case of the Straits Settlements Lord Crewe does not consider that similar action can be taken. So far as his...
