I TRANSMIT to you copies of a question and answer in the House of Commons on the subject of friction between the police of the Shanghae International Settlement and the Chinese police in the districts adjoining the northern part of the Settlement.*
I shall be glad if you will furnish me with a report on the reported fracas between the Chinese and the Settlement police, and if you will let me have your opinion as to advisability of pressing the Chinese authorities for a rearrangement of the boundary between the Settlement and the Paoshan district outside it.
