of British Indian subjects unable or unwilling to be
enrolled in the Municipal Police, must have led to
the abandonment by the Shanghai Municipal Council of
the measures proposed. But I am to point out that
the final decision in these matters did not rest
with the Indian authorities.
I am to observe that when the despatch from the
Governor of Hong Kong, to which reference was made
in Sir F. Campbell's letter, is communicated to the
Government of India, Lord Morley proposes to draw
their attention to the fact that as the Shanghai
Municipality is in constitution an International and
not a British settlement, it is quite possible that
its police force may at some future time be in no
way under British control.
He would be glad to be informed whether the
experience of the Municipal authorities at Shanghai
and Tientsin, since the new rules for recruiting
policemen in India have been in operation, corresponds
with that of the Governor of Hong Kong.
