Sir:-

I am directed by Viscount Morley to acknowledge

the receipt of Sir F. Campbell's letter of the 25th

April, No.12494, regarding the employment of Natives

of India in the Far East.

I am to point out that the views of the Government

of India on the proposed measures, which the

Municipal Council of Shanghai regarded as necessary

preliminaries to the enrolment in the Municipal

Police of Indians engaged in local private employ-

ment, were communicated to your Department in Sir

Horace Walpole's letter of the 7th September 1906.

Lord Morley presumes that the decision to recruit in

India all Indian recruits required for police in

China, and the objections offered by the Government

of
