The question is one which seems to merit the serious consideration of the Tokió Government, if the sympathy of the people living in this part of China is a matter of any concern to it. Until Japan is in a position to exercise a rigid control over her officials, particularly the subordinate, to insure that they shall be her best, not her worst, and to see to it that her traders and her immigrants are more truly representative of the better elements of the nation, the present hostility can hardly be expected to disappear.
