WITH reference to your letter of the 16th instant, forwarding a copy of a further telegram from Mr. Babington Smith on the subject of the negotiations for a Telegraphic Agreement between China and Japan, I am directed by the Postmaster-General to say that he concurs in the views expressed in the telegram; and he trusts that it may be possible to induce the Chinese Government to accept the proposed basis of agreement.
