OPIUM. Special attention is drawn, in an important Decree published to-day, to the sympathy and help given by His Majesty's Government to the Chinese Government as regards the prohibition of opium. The Boards of Interior and Finance are commanded to submit Regulations providing for a stringent investigation into the steps which have already been taken to put into execution the measures proposed in the earlier Decrees. Orders are given to the Provincial Governments to inform the Throne of the measures they have taken to diminish the consumption and restrict the cultivation of opium, and, further, to furnish the Central Government with exhaustive reports on the present state of the question in their respective districts.
