themselves to me, no English authorities existing.
In regard to these men I have been doubtful how to act. Most of them speak a very indifferent English so that it is very difficult to enter into any conversation. I am however informed that some seem to have a superior education, several being able even to express themselves in the French language. It appears to me that when embarking at Hongkong they were unaware that this country is a German territory, but being led away by the name,
"New Britain", formed the conclusion that this must be an English colony. Up to the present date not a single Indian has arrived here and it seems rather strange that so great a number should at once decide to go to a country perfectly unknown to them.
I have however interested myself on behalf of the men in consequence of which a few have been engaged and I do not doubt that several more will be employed. At the same time I have come to the conclusion that it would be advisable to inform Your Excellency of the facts.
It seems that most of the men are in possession of money and as the German Government has made the North German Lloyd responsible for the maintenance of the men until their return to Hongkong they will in the meantime not suffer any hardship.
