Sir:-
I have laid before the Secretary
of State for Foreign Affairs your letter 16973/1908 of the 19th instant in which you transmit a copy of a telegram from the Governor of Hongkong deprecating French control of the Hankow-Canton Railway, and state that the Secretary of State for the Colonies would be glad to be informed what the effect would be of the contemplated Anglo-French arrangement, especially as regards British control over the line.
As appears from Sir E. Grey's despatch to His Majesty's Ambassador in Paris, No. 151 of April 8th, to which you allude, the arrangements with regard to the Hankow-Canton and Peking-Hankow lines are closely connected.
After making enquiries of the Hongkong and Shanghai Banking Corporation it has been ascertained that
