SINMINTUN-FAKUMEN Railway. Your telegram No. 31 of the 23rd instant. We assume that the statement of the Japanese Government means that, though they are unwilling to assent to the construction of a line from Hsiumintun to Fakumen, they do not object to a branch line from Fakumen, or its neighbourhood, to the South Manchurian Railway, to be built on behalf of the Chinese Government by Messrs. Pauling.
