With reference to the letter from this Depart-
ment of the 28th ultimo, I am directed by Secretary
Sir E. Grey to transmit to you, to be laid before
the Secretary of State for the Colonies, a copy of
a note from the American Ambassador suggesting
Shanghai as the place of meeting for the proposed
Joint Opium Commission and stating the points which
should, in the opinion of the United States Gover-
ment, be made the subject of investigation by the
Commission.
Sir E. Grey will be glad to be favoured with the
observations of the Earl of Crewe on Mr. Whitelaw
Reid's proposals.
