The history of this proposal for a Joint Opium Commission will be found in the following papers:
41339/06, 47041/06, 12525/07, 11299/08, 14888/08.
This was first suggested by the American Government to Gt. Britain & Japan for a joint investigation of the opium trade and habit.
It was decided that the consequences of the opium trade and opium habit were not such that they should undertake an inquiry unless other Powers concurred.
As regards China, the inquiry extends to the production of opium in China, as well as the import of foreign opium.
