I have the honour to enclose translation of a note received from the Wai Wu Pu on April 4th, on the subject of an ordinance issued by the Kwangtung Government on October 11th, 1907, prohibiting the publication of matter calculated to excite dissension in China.
The Chinese Government express their grateful thanks for the action taken by His Majesty's Government, and request, in case preventive measures of the same kind are not in force in the Straits Settlements and other British territory near China, that His Majesty's Government will consent to the issue of similar enactments in those places. I have informed the Wai Wu Pu that the request has been communicated to you.
Copies of this despatch and enclosure have been sent to the Governors of Hongkong and of the Straits Settlement.
