for such prohibition to be enforced, and to bring them to the knowledge of the public by issuing Proclamations calling for observance of the same.
As regards restricting the importation of opium from Turkey, Persia, and other countries, the import from Turkey and Persia—which are not Treaty Powers—can be regulated by China herself, and we have already communicated with the Revenue Department on this subject in order that measures may be taken.
As soon as replies are received on both these questions we shall communicate officially with your Excellency. In the meantime we have the honour to make this preliminary reply.

A DESPATCH from the Viceroy of Nanking to the Taotai of Shanghae has been published by native newspaper, in which his Excellency expresses his thorough satisfaction at the measures agreed to at the recent ratepayers' meeting for the suppression of opium houses in the Settlement,
