if they postpone the absolutely necessary appointment of an eminent and qualified Engineer to prepare these designs and specifications, the ultimate completion of the line will be very seriously delayed and additional cost incurred, compared with which Hoggart Barry's fee is a bagatelle.

With reference to the suggestion that the Governor of Hong Kong should support the Corporation's request for appointment of Messrs Barry, and to your letter of 4th instant to our Senior, the last named has seen Sir Frederick Lugard, who is of opinion that intervention on his part at this stage might do more harm than good; he proposes however to write to the British Minister stating as his opinion the desirability of employing the same Consulting Engineers, having regard to the future joint working of both sections.
