A Consulting Engineer firm is engaged for a particular project, and it is to be remembered that, in this respect, the conditions to be dealt with during the construction are widely different. It is recognizedly advisable, as a matter of expediency and economy alike, to engage the services of experts who, while advising generally on questions of construction, are in a position to supervise the inspection of materials and the selection of necessary staff under the most favourable conditions.
I trust that Your Excellency may be pleased, for the reasons above stated, to authorize me to telegraph to the Corporation's agents at Hong Kong that Consulting Engineers will be appointed, in accordance with the Managing Director's recommendations, for whose approval the bridge designs may now be forwarded.
