As the Earl of Crewe is aware, His Majesty's Government have adopted, and the Chinese Government have accepted, the principle of reducing the opium traffic by diminishing the export from India rather than by restricting its import at Chinese ports; and this fact has doubtless come to the knowledge of Sir F. Lugard since the date of his despatch.
