Peking, January 17, 1908. IN reply to your telegram of yesterday's date, I have the honour to inform that the Chinese wish to leave the matter in abeyance until after the New Year holidays, which commence in a few days, and until other outstanding questions with us have been settled. Pauling's agent is absent. The matter remains therefore in statu quo, but I venture to suggest that if I were authorized in the meantime to speak to the Japanese Minister on the subject it might help to clear the situation.
