I HAVE received your despatch No. 68 of the 5th February, inclosing a copy of a letter addressed by the Chairman of the Shanghae Municipal Council to the senior Consul on the subject of the reintroduction of the use of the bamboo as a punishment in the Mixed Court at Shanghae, together with some observations thereon by His Majesty's Consul-General at that port.
I approve the view expressed by you in your despatch.
It appears to me that it would be desirable that the question should be settled locally; but if this is found to be impossible, the proper course would seem to be for the Diplomatic Body to bring the whole subject of the increase of crime at Shanghae before the Chinese Government, and to urge them to amend the Mixed Court Rules so as to remedy the state of things.
