I laid before the Secretary of State for Foreign Affairs your letter 10109/1908 of the 10th instant enclosing a copy of a secret despatch from the Governor of Hongkong regarding the employment of natives of India in the Far East.
The only point in this despatch which would appear to concern this Department is the question whether Sikhs and Mahomedans in private employ as watchmen should be borne on the strength of the Municipal Police.
This department is in communication with the India Office on this matter, and you will be informed of the result in due course.
