Their action receives some justification from the fact

that a capable British engineer, Mr. Moore, of whom

they have had very favourable experience and whom they

expressly propose to engage for the Chekiang Railway,

stipulates that he shall have no consulting engineer.

Sir J. Jordan proposes to take up the question in

a few days when Mr. Bland returns.
