: Military Centres.
The Military Centres are as follows:-
East River.... supplied from Dene's Island.
Canton River.. from Canton.
West River.... above Wuchow from Wuchow, and also below it as far as the Cock's Comb. Below Cock's Comb from Shau King. From Samshui to the sea the soldiers are supplied from Plover's Island.
In all these places there is barely sufficient mobile force to deal with the capture of pirates.
The lack of large bodies of mobile troops is the defect in the scheme.
