With reference to your letter No. 8668/08 of the

26th ultimo, I am directed by Secretary Sir E. Grey to

state for the information of the Earl of Elgin that

copies of your letter have been forwarded to the Judge

of His Majesty's Supreme Court at Shanghai and to His

Majesty's Consul General at that place for any observations

which they may have to offer on the enactment

framed to enable companies such as the Shanghai Gas

Company, to keep local registers of members in payment

of an annual fee calculated on the paid-up capital of

the Company.
