NORTHERN RAILWAY extension. Pray act in accordance with the suggestion contained in the last paragraph of your telegram No. 14 of the 17th instant. At the same time, you should endeavour to elicit the grounds of the Japanese contention that their line would be injured by the proposed extension. It is alleged here that this is not the case, but if the extension would actually injure the Japanese railway we cannot press for its construction.
