We beg leave to acknowledge the receipt of and to thank you for your letters of the 25th and 26th instant Nos. 9783 and 10255 respectively and for the information therein contained we are much obliged to Sir Edward Grey.
In your 9783 you observe that it is by no means obvious to Sir E. Grey why the Corporation attach so much importance to the appointment of a Consulting Engineer, an official whose very existence is not contemplated in the Canton Kowloon Railway Agreement.
As to these points we beg leave to be allowed to remark that it is true that no reference in the Agreement is made to Consulting Engineers, but this omission was due to the assumption that the Chinese would follow the same precedent as set in the case of the Shanghai Nanking Railway. No reference to Consulting Engineers
