We beg to acknowledge the receipt of and to thank you for your letter of the 13th instant No. 7814 in which you are so good as to acknowledge the receipt of our letter of the 5th instant and to inform us by direction of Sir Edward Gray that a copy of our letter has been sent to His Majesty's Minister at Peking, who has at the same time been requested to take such steps as he may think fit to avoid undue delay in the construction of the line.
We venture to point out that the avoidance of delay is not the whole question but that it is also of the greatest importance that the Railway should be constructed and equipped as a first-class line whereas we fear the Chinese will endeavour to cut down expenditure
